Now the Bill is out of Committee, I am deeply disappointed in its progress.

I was promised this Bill would be the most robust in the world, with the strongest possible safeguards.

However, in Committee, the Bill has been watered down and created significant risks for the most vulnerable in society. Amendments that would have specifically protected those with Down’s Syndrome and eating disorders have been rejected, endangering these groups.

The legal protections of the Bill have also been weakened, with the downgrade of the High Court judge to a legal practitioner managed by an unaccountable quango of assisted dying advocates.

This Bill also makes a fundamental change to the legislation upon which our NHS was founded. It paves the way for private companies to make money by ending people’s lives.

It was right for you and your colleagues to have this important conversation on end-of-life decisions, but this Bill cannot become law. The debates have exposed the underfunded and overburdened palliative and social care services, and Parliament must urge this government to improve them. As Ed Davey said in November, instead of assisted dying, “our focus should be on improving palliative care and fixing the whole health and care crisis.”

I am also deeply concerned about the series of events whereby this Parliament is voting to reduce disability benefits, remove the winter fuel allowance from the elderly, hiking National Insurance contributions on hospices while simultaneously legalising assisted dying.

At Second Reading, the House may have voted to further scrutinise the legislation, but I ask you now to look at the specifics of this Bill.

Far from being strengthened, this Bill does not contain sufficient safeguards. And to make matters worse, as Sarah Olney has pointed out, the Bill that has come out of Committee gives so many powers to Ministers, with so much left to regulations, MPs will have little certainty about what they are voting on at Third Reading.

On such an important issue, this Bill is clearly not the right Bill. I urge you to vote against it when it returns to the House of Commons.

The Bill has not been strengthened in committee – instead it has become dangerously weakened. Wide ranging powers are given to Ministers that will be enacted essentially without a vote. MPs are being asked to vote on a ‘blank cheque’.

Amendments to protect the most vulnerable groups, such as those with Down’s Syndrome and eating disorders, have been discarded, putting these groups at significant risk. The legal protections of the Bill have also been weakened, with the downgrade of the High Court judge to a legal practitioner answerable only to an unaccountable quango of Assisted Suicide advocates.

I hope you will agree that nothing has been done to guard against coercion of the young, vulnerable and elderly.

The debate around this Bill has shown the need to focus on providing better palliative and social care services for disabled and terminally ill people. Without this, vulnerable people cannot make a fair choice about living and dying.

I was grateful you voted against the Assisted Suicide Bill in November. Please can I have your assurance you will vote against it again when it returns to the House of Commons.
